Industrial Safety Expert Conclusion shall be held by an expert organization to assess whether the actual state of the industrial facility (equipment) complies with the federal safety requirements of the Russian Federation. Purpose and result of the Industrial Safety Expert Review shall be obtaining of expert organization conclusion containing well-founded conclusions on compliance or non-compliance of the hazardous industrial facility with the requirements and regulations for industrial safety as adopted by the Russian Federal Service for Ecological, Technical and Atomic Supervision.
The Expert Review shall be held for the following hazardous industrial facilities:
- Chemically hazardous, inflammable and explosive facilities and special chemicals facilities;
- Oil and gas industry;
- Coal-tar industry and metallurgy;
- Ore mining and non-metal mining ;
- Coal industry;
- Transportation of dangerous substances;
- Equipment operating under excessive pressure;
- Gas consumption and distribution systems;
- Lifting facilities;
- Storage and processing of vegetable raw materials
