A Fire Safety Certificate is a document issued by a Fire Safety certification body accredited by Ministry of Emergency. It verifies that the equipment is compliant with Russian Fire Technical Regulation. A Fire Safety certificate could be issued based on sample(s) testing at an accredited Fire Testing Lab or a Factory Inspection Visit done by Fire Safety experts. There are three types of Fire Safety Certificates: a “Batch” certificate which is valid for a certain batch of goods supplied under a specific contract only; “Type” 1-year certificate, and “Type” 3 to 5-year certificate.

Fire Safety certification procedures in general are very similar to GOST R certification, and also imply reviewing documentation, sample testing, and inspection visits. DCS & their Russian Federation Partner can advise on the applicable requirements based on the nature and scope of the equipment.

The list of devices and equipment subject to Fire Safety certification is defined by Government Decree No 241 of March 17, 2009. Simply put, all the goods could be divided into four categories. The first one comprises firefighting, detection and control equipment. The second one deals with Electrical appliances (including almost all types of cables and circuit breakers). Materials (PVC sheets, decoration panels, heat insulation materials) belong to the third category. Finally, elements for construction (cable transits, fire dampers, cable channels and conduits, etc.) comprise the fourth category.

A Fire Safety Certificate may sometimes be required at the Customs Office, along with a GOST R certificate. The list of goods for which a Fire Certificate is required at the Customs Office is defined by Government Decree No 140 of March 17, 2010. It includes all the goods of category one, as well as fire dampers, ventilation channels, cable channels, conduits and the like. For all the goods listed in Decree No 241, a Fire Certificate is required only if engaged in operations in Russia. In some unclear cases, a Fire Safety Letter of Exemption could be issued.
